What Is a No Objection Certificate (NOC)?
An NOC is a written statement that a named party (institution, employer, family member, government body) does not object to a specific action. Examples:
- An employer’s NOC declaring no objection to an employee studying part-time or traveling abroad
- A family’s NOC for a minor to travel abroad unaccompanied or with one parent
- A university’s NOC for a student to apply for a foreign institution
- The Nepal government’s NOC for certain professional activities or foreign employment
- A landlord’s NOC for a tenant to apply for a business registration
For international purposes, the NOC must be on official letterhead (if from an institution), bear the authorized signatory’s signature, and in most cases be notarized by a registered Notary Public and/or attested by MoFA.

When Does an NOC Need Notarization?
An NOC needs notarization when:
- It will be submitted to a foreign embassy, immigration authority, or overseas employer — who cannot independently verify the authenticity of a Nepali letter without a notary seal
- The institution issuing the NOC is not a recognized government body whose documents are self-authenticating
- The submission authority specifically requires a notarized NOC (check the specific visa or process requirements)
- The NOC is a personal declaration (e.g., a parent’s NOC for a child’s travel) — personal declarations always need notarization to have legal standing
When Does an NOC Need MoFA Attestation?
MoFA attestation is required in addition to notarization when:
- The NOC is for submission to a Gulf country embassy (Saudi, UAE, Qatar, Kuwait, Bahrain, Oman) — Gulf embassies typically require the full notarization → MoFA → embassy chain
- The destination country specifically requires government-level authentication of all supporting documents
- The NOC is from a Nepali government body or professional council and needs to be verified by the Nepal government before a foreign authority accepts it
The NOC Notarization and Legalization Process
Obtain the NOC from the Issuing Authority
Get the NOC on official letterhead with the authorized signatory’s signature and the institution’s stamp. For personal NOCs (from parents, guardians, landlords), bring the unsigned draft.
Notarize at Hamro Notary

My employer gave me an NOC on their letterhead — do I still need notarization?
For most international submissions, yes. A letter on employer letterhead without a notary seal is not independently verifiable by a foreign embassy. The notary certifies a true copy of the employer’s NOC and attests the signatures, giving it the legal standing required for embassy and MoFA acceptance.
What if the NOC issuing institution is a government body?
Government-issued NOCs (e.g., from Nepal government ministries, CTEVT, or professional councils registered under the government) carry more inherent authority. For some purposes, a government-issued NOC may not require additional notarization — the government body’s own stamp is sufficient. However, for MoFA and Gulf embassy submissions, MoFA attestation is still required even for government-issued documents.
